7 月 25 日，针对记者提出关于越南对美国贸易代表办公室（USTR）根据《301 条款》对所有“受调查”经济体的商品征收 12.5% 新税率有何反应的提问，越南外交部发言人范秋姮明确指出：
Ngày 25/7, trả lời câu hỏi của phóng viên về phản ứng của Việt Nam trước mức thuế mới 12,5% do Văn phòng Đại diện Thương mại Hoa Kỳ (USTR) áp lên hàng hóa từ tất cả các nền kinh tế “bị điều tra” theo Mục 301, Người phát ngôn Bộ Ngoại giao Việt Nam Phạm Thu Hằng nêu rõ:
USTR的这一决定尚未全面反映越南在预防、减少和消除强迫劳动，包括禁止进口使用强迫劳动的产品方面的客观事实与努力。越南严禁所有形式的强迫劳动，严格遵守国际劳工组织（ILO）的规定以及越南作为成员国所签署的各项国际条约和自由贸易协定。
Quyết định này của USTR không phản ánh đầy đủ thực tế khách quan và nỗ lực của Việt Nam trong việc ngăn chặn, giảm thiểu và loại bỏ lao động cưỡng bức, bao gồm cả việc cấm nhập khẩu các sản phẩm sử dụng lao động cưỡng bức. Việt Nam nghiêm cấm mọi hình thức lao động cưỡng bức và tuân thủ nghiêm ngặt các quy định của Tổ chức Lao động Quốc tế (ILO) cũng như nhiều điều ước quốc tế và hiệp định thương mại tự do mà Việt Nam là quốc gia thành viên đã ký kết.
2026年7月22日，越南政府已颁布第 292/2026/NĐ-CP号议定，其中明确规定，禁止进口全部或部分通过强迫劳动行为开采、生产或制造的货物。
Ngày 22 tháng 7 năm 2026, Chính phủ Việt Nam ban hành Nghị quyết số 292/2026/NĐ-CP, trong đó quy định rõ việc nhập khẩu hàng hóa do khai thác, sản xuất, chế tạo toàn bộ hoặc một phần thông qua lao động cưỡng bức đều bị cấm.
越南将本着建设性与合作的精神，继续同美方进行沟通，建议美方对越南已实施的各项措施予以充分评估，从而作出调整，使适用于越南货物的税率符合客观事实以及越南在法律制定与执行方面所作出的努力。（完）
Việt Nam sẽ tiếp tục trao đổi với Hoa Kỳ trên tinh thần xây dựng và hợp tác, đề nghị Hoa Kỳ đánh giá đầy đủ các biện pháp mà Việt Nam đã thực hiện và có những điều chỉnh để mức thuế áp dụng đối với hàng hóa Việt Nam phù hợp với thực tế khách quan và nỗ lực của Việt Nam trong xây dựng và thực thi pháp luật.
